Signed a memorandum of understanding on the revised Immigration Control Act to expand acceptance of Filipino workers
The Minister of Labor and Employment of the Ministry of Labor and Employment (DOLE) of the Philippines (DOLE) met on March 19 in Tokyo with the Japanese National Police Agency, Ministry of Justice, Ministry of Foreign Affairs and Ministry of Health, Labor and Welfare on March 19 Cooperation Memorandum of Understanding on the basic framework for the proper implementation of PDF files (open to a new window). “Specific Skills” is a status of residence newly established under the “Immigration Control and Refugee Recognition Act” (hereinafter referred to as “Revision Immigration Control Act”) after the revision to be implemented by the Japanese government in April. It became the first signatory of the Memorandum of Cooperation on the “Skills” system.
In the memorandum, certain skill workers will be paid equal to or higher than Japanese wages, and excluding particularly malicious intermediaries, and conducting smooth and appropriate dispatch and acceptance of certain skill foreigners. And, it was decided about the information cooperation etc. for the problem solution in the employment of specific skill foreigners in Japan. In addition, the contact point between the Government of Japan and the Japanese government has been established as the Residence Management Division, Residence Management Support Division, and the Philippines Overseas Employment Agency (POEA), respectively. Two years after the system operation starts, it is stipulated that the framework of cooperation between the two countries based on this memorandum of understanding be reviewed as necessary.
Mr. Bello commented to a local newspaper that "enforcement of the revised Immigration Act may cause more than 100,000 Filipino workers to work in Japan."
